Consular service

List of documents for receiving a visa of the Kyrgyz Republic:

To receive a Kyrgyz Visa, the following documents should be applied to the Consular Department of the Plenipotentiary Representation of the MFA in the south of Kyrgyzstan:
а) Diplomatic visa:
- A valid diplomatic passport or a document replacing it (for instance, UN passport);
- Written address of an inviting organization: a diplomatic representation office, consular office or a trade representation office of a foreign state or an international organization, accredited in the Kyrgyz Republic; the Presidential Administration, the Prime MinisterТs Office, the Parliament, ministries, state committees, administrative bodies and local state administrations of the Kyrgyz Republic;
- A copy of the diplomatic card issued by the Foreign Ministry (in case if a person came to work at an embassy, consular office, trade representation office of a foreign state or an international organization, accredited in Kyrgyzstan);
- Three copies of the visa application form with photographs.
b) Service visa:
- Valid service passport or a document replacing it;
- Written address of an inviting organization: a diplomatic representation office, consular office or a trade representation office of a foreign state or an international organization, accredited in the Kyrgyz Republic; the Presidential Administration, the Prime MinisterТs Office, the Parliament, ministries, state committees, administrative bodies and local state administrations of the Kyrgyz Republic;
- A copy of the service card issued by the Foreign Ministry (in case if a person came to work at an embassy, consular office, trade representation office of a foreign state or an international organization, accredited in Kyrgyzstan);
- Three copies of the visa application form with photographs.
c) Business visa:
- Valid international passport or a document replacing it;
- Written address of state or non-governmental organizations of the Kyrgyz Republic as well as other legal bodies registered in the Kyrgyz Republic;
- Two copies of the visa application form with photographs.
d) Working visa:
- Valid international passport or a document replacing it;
- Written address of an employer Ц governmental or non-governmental organizations of the Kyrgyz Republic, Kyrgyz, foreign or joint public or commercial organizations registered in the Kyrgyz Republic;
- License to hire foreign workers given by the State Agency for Migration and Employment of the Kyrgyz government to the employer;
- Individual work permit of the Kyrgyz Republic, given to a foreign citizen by the State Agency for Migration and Employment.
In case if the person is employed by a commercial organization, the following additional documents should be submitted:
- Copies of foundation documents Ц foundation agreement and the charter of the organization;
- Copy of the registration certificate of the organization from the Justice Ministry of the Kyrgyz Republic
- Original of a certificate from the Tax Inspection, proving that the organization has no tax debts;
- Three copies of the visa application form with photographs.
e) Study visa
- Valid international passport or a document replacing it;
- Written address of an educational institution registered in the Kyrgyz Republic, certified by the Ministry of Education, Science and Culture of the Kyrgyz Republic or its regional offices;
- Copy of the individual agreement of the foreign citizen with the educational institution or an inter-governmental or an inter-agency agreement;
- Three copies of the visa application form with photographs.
f) Tourism:
- Valid international passport or a document replacing it;
- Written address of a tourism organization situated in the Kyrgyz Republic;
- Original and one copy of a license for tourism activities in the Kyrgyz Republic, issued by the State Agency for Tourism of the Kyrgyz government;
- Three copies of the visa application form with photographs.
g) Private visa (should be obtained at the Interior Ministry)
- Valid international passport or a document replacing it;
- Personal statement by a foreign citizen;
- Permit, given by the Interior Ministry basing on an invitation of a Kyrgyz citizen, permanently living in the Kyrgyz Republic, or a foreign citizen, having a residence permit of the Kyrgyz Republic;
- Three copies of the visa application form with photographs;
- Certificate from the place of work of the inviting person about his/her salary or any other document certifying its financial situation;
- Statement by the inviting party, obliging to cover any expenses related to the presence of the foreign citizen in the Kyrgyz Republic, including possible expenses for medical care or departing the foreigner from the country.
h) Permanent residency visa:
- Valid international passport or a document replacing it;
- Written statement by a foreign citizen, willing to enter the Kyrgyz Republic for permanent residency;
- Permission of the Interior Ministry;
- Three copies of the visa application form with photographs.
i) Investment visa:
- Valid international passport or a document replacing it;
- Written address by the State Committee for Foreign Investments and Economic Development;
- Bank certificate of submitting an appropriate sum of money;
- Documents proving the presence of a deposit in the form of material supplies for production purposes, given by the Agency for giving administrative assistance, consultation and information services to foreign citizens at the State Committee for Foreign Investments and Economic Development;
- Three copies of the visa application form with photographs.
Note: The state committee for investments every quarter of a year sends to the Foreign Ministry a lists of potential investors, agreed with the State National Security Committee, for giving them a beneficial right to receive Kyrgyz visas.
First entry of foreign investors to the Kyrgyz Republic should be fulfilled on a regular basis with a visa support of the Foreign Ministry;
j) Transit visa:
- Traveling document to the final destination to a third country;
- Visa to the destination country;
- Permit (invitation), certified by official agencies in the third country.
Note: In extraordinary cases, some of the listed documents can be requested from an applicant to prolong an entry visa.
Visa application documents are accepted from foreign citizens or plenipotentiary representatives of inviting organizations.
An official is obliged to hold a personal interview with each applicant and study the applied documents to determine real reasons and the necessity of a visit to the Kyrgyz Republic. Basing on this, the official takes a decision about giving a visa or refusing to give or prolong it.
In case of any doubts, the official requests additional documents, certifying the right of an applicant to get a visa.
Those can be the following documents:
- on education;
- on marital status;
- any other documents related to the applicant, his status and welfare, guaranteeing the coverage of any expenses during the applicantТs stay in the Kyrgyzstan and exiting it. For example: customs and tax declarations, of attendance records, study transcripts of students, documents for receiving funds, invitations with obligations of the inviting party to cover expenses, documents to certify booking and paying for accommodation.
In some cases, the personТs having funds can be proved by declaring Kyrgyz national currency or foreign currencies, which h can be legally exchanged in Kyrgyzstan, a return ticket or a transportation mean.
The following is checked when giving or prolonging a visa:
a) Validity of a passport or a document replacing it (the passport should be valid for at least three months after the term of the visa expires);
b) The personТs name in the list of people, whose entry to the CIS counties including Kyrgyzstan is prohibited or unwanted;
c) If the applied documents are filled in a correct form;
d) Validity of the applied documents and information given in the application form (the correspondence between the information in the documents and the information voiced during an interview and received from other sources is checked).
In case of any doubts about the authenticity of the applied documents and information, the official can refuse to give or prolong a visa..
Citizens of developed countries have definite benefits in receiving visas.
There are some limitations regarding citizens of definite countries. Citizens of some countries before receiving or prolonging a visa should get an agreement from the National Security Committee.
