KyrgyzstanТs foreign policy

For Kyrgyzstan, foreign policy is an organic continuation of its internal policy. It reflects consolidated interests of the multi-national and multi-confessional nation and aimed at ensuring and protecting the state sovereignty, forming favorable external conditions for conducting economic and political reforms oriented on democracy. Ensuring the national interests through political and diplomatic means forms the base of the foreign policy. In this regard, the following priorities are defined:
Х ensuring and protecting the sovereignty and territorial unity
Х forming favorable external conditions for conducting economic and democratic reforms.
Х protecting rights, freedoms and interests of citizens of Kyrgyzstan.
Conducting the foreign policy, aimed at ensuring the national interests, has the following tasks:
Х keeping stability in the country for the purpose of development
Х stability and safety in the region
Х developing good neighboring conditions with nearby states and deepening integration processes in Central Asia
Х assisting in strengthening the CIS, using the economic and political potential of the commonwealth
Х strengthening the friendly ties with highly-developed Western and Eastern countries
Х developing cooperation with the UN system organizations, its specialized bodies, regional international organizations, financial and economic institutes
Х strengthening cooperation with developing and transitional countries
The rapidly changing situation in the world, and particularly in the region, causes the need to work out new approaches, new formula of the strategy of the foreign policy for ensuring maximum security and national interests for the country.
The major issues here are ensuring security and the social and economic development of Kyrgyzstan. In this regard, different aspects of the problems of national and regional security, military and political cooperation with interested countries and international organizations from the point of view of counteracting terrorism, religious extremism and organized crime are extremely actual. The work on mobilizing foreign loans, grants, technical and humanitarian assistance for implementing national programs should be continued.
The issue of delimitation of the state border in the entire perimeter has a special character and forms a separate direction in the foreign policy. At the same time, the legal description of the state border is not limited in time and requires an attentive attitude, defining legal environment of negotiations, basing on the international legal norms and the global practice.

Kyrgyz RepublicТs foreign policye is oriented at the active development of cooperation with both European and Asian states on bilateral and multilateral levels. The CIS EU countries, China, India, Pakistan, Iran, Japan, S.Korea and Malaysia are the priority directions of cooperation. The high level of the political dialogue between Kyrgyzstan and these countries should be mentioned. At the current stage, the major task is widening trade, economic and cultural ties.

Diplomacy of the southern region of Kyrgyzstan

The conditions of relations with the neighboring countries is the most important factor, defining the security in the region and in the country, normal functioning of KyrgyzstanТs economy. This causes the necessity to maintain and develop friendly relations with the countries of the region, basing on mutual understanding, mutually-beneficial cooperation and finding the balance of interests.
Localization of tension areas and taking preventive measures against them is a long-term task. To solve it, first of all, bilateral and regional mechanisms, as well as multilateral security structures at the regional and the global levels (CIS, OSCE, OIC, UN) can be used.

Kyrgyz-Chinese relations

Relations with the PeopleТs Republic of China is the most important aspect of KyrgyzstanТs foreign policy. ChinaТs priority position is caused with its growing weight in the global and regional issues, significant economic and demographic potential and his neighborhood with Kyrgyzstan. Developing good neighboring relations with this country is a necessary component of ensuring security, important condition of developing communications in the southern and eastern directions as well as mutually-beneficial trade and economic cooperation.
In general, it is necessary to mention the dynamic development of the Kyrgyz-Chinese relations, basing on the deep mutual interest, sincerity and mutual understanding. For 15 years since the beginning of the diplomatic relations, Kyrgyzstan and China have managed to create neighboring, friendly and trusting relations and develop mutually beneficial cooperation in different spheres Ц politics, economy, security and the cultural sphere.

Kyrgyz-Tajik relations

Deepening relations with the Tajik Republic is one of the priority directions in KyrgyzstanТs Central Asian policy. This was caused by many conditions, both objective and subjective ones. The Kyrgyz-Tajik interstate relations are successfully developing. The major feature of the relations is their stability and predictability. Today a distinctive feature of the Kyrgyz-Tajik relations is trusting and partnership approach to solving the existing questions.
In general, the Kyrgyz-Tajik cooperation has a positive dynamics. At the same time, the current realities create the necessity to strengthen bilateral ties, which have a significant potential for further development.

Kyrgyz-Uzbek relations

Kyrgyzstan also has strong friendly relations with another neighbor Ц Uzbekistan. Traditionally good neighborhood relations between the two countries, basing on mutual respect and support, are developing within the framework of the Eternal Friendship Treaty, signed between the countries on 24 December 1996. At the same time, it is necessary to fill the relations with the new content. The authorities of the both countries pay primary attention to widening the trade and economic relations and boosting up the actual issues of economic cooperation. The cooperation between Kyrgyzstan and Uzbekistan is gradually and fruitfully developing for the purpose of strengthening the long friendship between the fraternal nations.
