THE LAW OF THE KYRGYZ REPUBLIC
on state guarantees to ethnic Kyrgyz people
returning to their historic motherland.

This law regulates the state policy in the sphere of immigration of ethnic Kyrgyz people, defines legal, economic and social base of the immigration processes as well as creating necessary living conditions for kayrylmans in their new places of residence.

Kayrylman is an ethnic Kyrgyz person, who is a foreign citizen or a person without citizenship, voluntarily returning to its historic motherland and asking for a status of kayrylman;
Status of kayrylman is a temporarily legal status given before a person receives the Kyrgyz citizenship; immigration quota of kayrylmans is the maximum allowed number of kayrylmans returning and living in Kyrgyzstan annually defined by the Kyrgyz government and approved by the parliament;
Temporary residential centre is a centre of temporary residence of the people seeking the status of kayrylman and their family members in the territory of Kyrgyzstan;
Settling territory is an area for permanent residency in Kyrgyzstan, chosen by a kayrylman from the lands provided by the regional immigration programmes.

To apply for the status of kayrylman, the following documents should be submitted;
- copy of passport or a document replacing it;
- a certificate or other documents found valid by the justice agencies of Kyrgyzstan, which confirm the nationality of the applicant;
- a copy of a birth certificate or a document equal to it;
- certificate of marriage and a certificate about the number of family members;
- health certificate.
If underage children between 10 and 18 years old immigrate together with their parents, their written agreement for the immigration is needed.

State guarantees for kayrylmans

- giving a quota for entering institutions of secondary professional and higher education in Kyrgyzstan, whose number is annually defined by the Kyrgyz government;
- giving the people in need places at schools and pre-school educational institutions;
- creating conditions for learning the state and the official languages;
- giving assistance in employment, increasing the qualification and learning a new profession in line with the Kyrgyz legislation;
- paying pensions in line with the Kyrgyz legislation and international agreements signed by Kyrgyzstan, which came to power in a legal way;
- relieving consular fees for Kyrgyz visas;
- relieving from the official fees for receiving the Kyrgyz citizenship and passports;
- giving medical assistance in line with the annually adopted Programme of state guarantees of ensuring medical and sanitary service to Kyrgyz citizens;
- giving state targeted assistance, stipulated for Kyrgyz citizens;
Ethnic Kyrgyz people who have a certificate confirming their nationality, are relieved from paying the expenses of official agencies for working with the applications for receiving the status of kayrylman.

Benefits and compensations, given to the kayrylmans who come in line with the immigration quota

- tax-free transportation through the customs border of the goods aimed for personal usage but not for production, business or other commercial purposes;
- receiving a permission for buying real estate property from the house fund of Kyrgyzstan in a simplified way;
- giving a land plot in the given settlement territory for constructing a house;
- giving an interest-free loan for constructing a house.
The regulations of giving the land plots, the amount and the time for paying off the loan are defined by the Kyrgyz Government.
